SYSTEMIC IMPROVEMENTS FOR THE YEAR 2020

|01||Price Negotiation post Placement of POs on Nomination basis on service charges
CVO suggested for Price Negotiation post Placement of POs on Nomination basis to MSTC to bring down the service charge for scrap disposal to ensure reasonableness of the service charge offered to GSL.
Accordingly PNC was held with MSTC Ltd. & service charge was brought down from existing 2.5% to 2.3% w.e.f 10.04.2020.
|02||Procurement of items & Equipments on Repeat Order basis.
During CTE –type examination of Procurement cases of items/ equipments on Repeat order basis, CVO suggested for additional due diligence while processing repeat orders such as various government & Organizational procurement guidelines in vogue particularly i.e. market research, estimation and justification for resorting to repeat ordering. Based on the CVO recommendation, CMD/GSL issued Circular indicating revised guidelines for Placement of Repeat orders for Equipments / Items / services.
|03||Revised SOP with Vendors for receipt of fuels from the Tankers to ensure correctness of fuel quantity received
CVO suggested GSL to enter into revised SOP with IOCL for receipt of fuels from the Tankers to ensure correctness of fuel quantity being received in GSL.
Accordingly revised SOP was entered into with IOCL for supply of Fuel.
|04||Facility of viewing the technical bids submitted by bidders on GSL’s e-procurement portal
As directed by CVO/GSL, facility of viewing the technical bids submitted by other bidders was advised to be enabled on GSL NIC portal to ensure transparency and fairness in the procurement process. Same was implemented by GSL through NIC.
|05||Maintenance of CCTV Cameras
Vigilance Department carried out Surprise Inspection of CCTV Cameras installed at GSL Perimeter and found that some of the CCTVs were faulty. Also no AMC was in place for maintenance of CCTVs installed in GSL.
Based on the report , CMD directed Admin and IT department to ensure placement of AMC contract with CCTV Vendors for proper up-keeping of CCTV system and replacement of faulty CCTVs.
|06||Procurement of Gear Box system for LPG Cylinder Carrier Vessels
During CTE –Type Inspection of a GES project, CVO has suggested for following systemic improvement measures:
1. The system Generated price comparison chart needs to be updated in line with the tender conditions as the case may be for arriving at L1/L2/L3 etc in order to avoid manual preparation of price comparison chart for the same.
2. Since cost estimates are derived mainly based on the BQs obtained from the eligible vendors, it is suggested that such BQs be obtained in proper format indicating clearly the various commercial and financial terms and conditions particularly warranty and delivery terms etc. which are crucial for timely and contractually completion of the contract. In such cases where BQs received from the firms do not meet such critical commercial terms and conditions, BQs obtained from such firms should not be considered for arriving at the estimated value. Based on the CVO recommendation, CMD/GSL issued Note vide ref no. CMD/GSL/29/40 dated: 27.11.2020 on implementation of the suggested systemic improvements in GSL.
|07||Guidelines in respect of closed cases regarding procurement
During inquiry/examination of a Procurement related case, it was observed by Vigilance Department that the dealing department has re-opened the case without taking requisite CFA approval in respect of the tender which was already closed under approval of CFA.
In this respect CVO has suggested that once any tender case is concluded and approved by CFA, any fresh action on the same should only be initiated after taking prior approval of CFA citing the valid justification for doing so.
Based on the CVO recommendation, CMD/GSL issued Note dated: 09.12.2020 on implementation of the suggested systemic improvements in GSL & compliance of the same in future.
